Othyr has existed for centuries as a unified nation, but it did not always have the system of Councils that provide checks on the Royal Family that it does presently. Hundreds of years ago, the King and Queen ruled with almost absolute power. One Council, called only the Advisors, existed and lived in the capitol city. 10 esteemed men and women would sit and debate current issues and provide the King with their ideas and alternatives. He was never, however, forced to heed their warnings or direction. The Advisors were void if the King so wished it; there are recorded accounts in which the King of the time dismissed the Advisors entirely, ordering them to disband during his reign.
The entire practice ended roughly 300 years ago, in the Age of Emeralds, and it was given way to the current system of Councils instated in every city, each with certain power over Royalty.
